The Step Forward Winter Crisis Program is offered with the help of the Home Energy Assistance Program (HEAP) to provide residents up to $175 for regulated utility customers.

Customers of unregulated utilities such as electric cooperatives and municipal utilities can receive up to $800.

This one-time payment will provide relief to homes that have been unplugged, are at risk of a power outage, or have less than 25 percent fuel in their tank to keep operations running.

To qualify for assistance, residents must have a gross income of 175 percent or less of the federal poverty guideline.

The money is then applied to the resident’s electricity bill or the cost of repairing the heating system.

To request your payment, customers must make an appointment by calling (216) 350-8008.

In addition, applicants can contact Step Forward website to make an appointment.

Please note that walk-in customers are not accepted and appointments are only possible from Monday to Friday from 8:00 a.m. to 4:00 p.m.

What to bring

To request assistance, you must provide the following:

  • Photo ID for each name listed on the gas and/or electric bill
  • social security cards
  • birth certificates
  • Severely handicapped pass (if available)
  • A list of all household members and proof of income for the last 30 days or 12 months for each member
  • Current gas and electricity bills

Applicants can upload the information to the Step Forward website.

If you are unable to use their website, you can email your application to heapdocuments@stepforwardtoday.org.

You may also send your information to the Step Forward Main Drop Box at 2203 Superior Ave, Cleveland, OH 44114.

However, Step Forward asks that you give them copies of your documents and not the originals.

You must provide all required documents at least 3 days before your appointment.

If you do not provide all the documents, your support may be delayed.

To be eligible, applicants must have earned less than $32,000 in annual income, be 65 years of age or older, be a former prisoner of war, or be legally blind or disabled.

Up to 25,000 eligible Chicago residents will receive a one-time relief payment of $500.

The $14.68 million comes from Mayor Lori E. Lightfoot and the Department of Family and Support Services and is intended for struggling residents who may not have qualified or received state aid payments in 2020.

Residents have to apply online and are then selected by drawing lots.

Only one application per household will be accepted.

The application was opened on October 31st and ends on December 9th.

However, a second application for undocumented migrants and domestic workers will be made at the end of December.

To be eligible, you must live in Chicago and be at least 18 years old.
